2005 Legislative Session
In 2005, Representative Christine Kaufmann requested the draft of HB 561, an Act Abolishing the Death Penalty and Replacing it with Life Imprisonment without the Possibility of Release. It was introduced by Representative Joey Jayne.
It was heard in House Judiciary on February 14, 2005 and subsequently tabled. An effort was made to "blast" it out of committee (a procedural motion to bypass the committee which requires 3/5 of the full house (the motion must pass with 60 votes). It ultimately failed by a vote of 45 - 55.
